Board of TI Russia decided to close down the legal entity of Transparency International Russia

Transparency International Russia’s governing body decided to begin the process of liquidation of the Autonomous Non-Profit Organization Center TI-R founded in December 1999.

On March 6, 2023, the Office of the Prosecutor General of the Russian Federation designated the Transparency International movement, which is registered in Germany, as an ‘undesirable organization’. Since May 2000, the Autonomous Non-Profit Organization Center TI-R has been a separate entity registered in accordance with Russian law. It is a separate national organization, hence by law it never was – and cannot be – declared ‘undesirable’.

However, the decision regarding the global anti-corruption movement Transparency International, which we consider abrupt, unjustified, unmotivated and offensive, and the practice of law on such organizations in Russia make further work of TI Russia effectively impossible.

In these circumstances, the Board of TI Russia decided to liquidate the Autonomous Non-Profit Organization Center TI-R, which was founded in 1999. This decision was made because we, the founders and leaders of TI Russia, believe that people, our colleagues, who work alongside us and who gained faith in our investigations and in our message of countering corruption through promoting transparency, accountability and integrity are more important for us than words, titles and other legal circumstances imposed on us.

We believe that experience and knowledge gathered over these years may not be allowed to fade away. TI Russia’s team will have to go through a serious reorganization of its work. We continue discussing the situation in and out, and consulting with the best legal specialists who know how to carry on, and we are determined to see it through. Fighting corruption in all forms and reducing tolerance for corruption in Russia will remain our mission and our strategic goal in any new format in which we will definitely continue our work. 

We believe that international, regional, cross-country cooperation to promote anti-corruption, integrity and civil engagement will inevitably prevail over isolation and any form of abuse of human rights.
